There are two people I know that are now, and one has been, paying their water bill in someone elses name because De-White requies $60 to just TRANSFER a name on a bill! The elec company charges $0 and the phone company charges $10. That's outrageous that it's $60! In one of these situations, the previous owner has been dead 9 hears and the house has changed hands- within the family- twice and still they are paying the bill in the deseased's name. I guess because they want to charge outrageously people will keep doing this.
